Expert hall Hoegeng Awards 2023 Select the best three candidates for the Border and Interior Police. All three play an exceptional role in protecting and serving the community in which they operate.

The decision to select the top 3 candidates for Border and Interior Police was decided by the Hoegeng Awards 2023 Expert Council at the second meeting held at Bank Mega Tower, South Jakarta, on Monday (15/5/2023). The meeting was attended by the 2023 Expert Council of the Hoegeng Awards, namely Vice-Chairman of the Indonesian People’s Advisory Council H. Arsul Sani, SH, MA, Acting Former KPK Chairman Dr. Mas Ahmed Santosa, SH, LL.M. Kompolnas Member Poengky Indarti, SH, LL.M. Alissa Qotrunnada Wahid, National Coordinator of the Indonesian Gusdurian Network, S.Psi.

Meanwhile, another panel of experts, Potu Elvina, an important Komnas member, was unable to attend because he had to conduct direct observation regarding the handling of cases of alleged sexual violence against children and labor rights violations in two separate regions of Sulawesi. The second meeting was also attended by the editor-in-chief of detik.com Alfito Deannova Ginting, who is in charge of the 2023 Hoegeng Awards Committee.

This second meeting took place dynamically, sometimes colored with constructive discussions until finally 3 names were chosen in the Border and Interior Police category. Below are the names of the three members of the Border and Interior Police who were elected and a brief description of their actions:

1. The head of the police of Panamas, Marouki AKP, Ma’ruf Soroto

The head of the Binmas unit of the Merauke Police, AKP Makuf Suroto, on the border between Indonesia and Papua New Guinea (PNG) was very heroic. He guarded and cared for the national borders and nurtured the community in Sota County, Merauke, through an agricultural approach.

AKP Makruf is beloved by the local community due to his decades of involvement in Sota. He is known as the first police officer to guard and run the pioneer of the Sota Cross Border Integrated Center (PLBN). AK Makruf opened a land road and surveyed the land where there is a monument to the border of Indonesia and Papua New Guinea.

Not only did he clear the wild trees around the border memorial, the AK Makruf also tended, guarded, and beautified the border area between Indonesia and Papua New Guinea. It is not uncommon for AKP Makruf to spend his own money to arrange the area to be planted with vegetables, fruit trees and flowers.

AKP Makruf is very close to the local community. Through cultivation, AKP Makruf can embrace the local Papuan community of people who have moved from outside Papua, such as Sulawesi to Java.

Thanks to the services of AK Marouf, SOTA has now grown exponentially. In fact, President Joko Widodo (Jokowi) recently inaugurated the PLBN integrated SOTA network.

Long story short, for his heroic actions in Sota, AK Makruf, who at the time was still at the rank of Ipto, was rewarded with a promotion to Officer Without School by the National Police Chief, General Timur Pradobo. Although the AKP Marouf did not even consider getting a promotion and taking a position in the police because he had no money to go to school.

After receiving a promotion, AK Makruf returned to Papua and was appointed Chief of Police by General (Bern) Tito Karnavian of Sota, who at that time was still Chief of the Papuan Regional Police. Since 2012, AKP Makruf has led the Sota Polsek Division until 2022 before finally moving on to become the Binmas Unit Chief of the Merauke Police.

2. Ipda Albertus Fridus Bere

Ipda Albertus Fridus Bere’s actions while guarding Motamasin Cross Border Post (PLBN), Malacca, were very good. The police, who have a high humane spirit, have been awarded to continue their education at the School of Police Inspector (SIP) in 2022 by the head of the Indonesian National Police Listio Sigit Prabowo due to his work in securing the borders of Indonesia and Timor Leste.

Ipda Fridus is very well known and done by the residents and the local government. The most legendary story about Ipda Fridus on the RI-Timor Leste border is when Ipda Fridus served as Chief of Police Motamasin PLBN. Ipda Fridus once helped a woman from East Timor who was seriously ill (jaundice) and did not have documents to seek treatment in Indonesia.

The accident happened in January 2018. The Timorese woman was being driven by her relative on a motorbike. In the name of humanity above administrative matters, Ibda Feridos allowed the East Timorese woman to enter Indonesia for treatment until she recovered. In fact, Ipda Fridus found a van to take the woman to the hospital.

In 2020, Ibda Fridos also helped a mother who was about to give birth, but did not have the money to give birth in the hospital. The local community really knows Ipda Fridus as a helpful person. Many residents came to his house to thank him for his help.

Ipda Firdus hopes to be able to return to border guard after participating in the Research, Education and Training Center of the National Police Education and Training Center, Megamendung, Bogor, West Java. He also thanked the government for its interest in the border.

3. Village Bhabinkamtibmas Torobulu Aipda Hartono

A quick and correct decision by the Bhabinkamtibmas of Torobulu Village, Aipda Hartono, could have prevented the outbreak of conflict among the people of Torobolu Village, Laeya District, Konawe Selatan Regency, North Sulawesi (Southeast Sulawesi). The residents’ struggle is related to obtaining clean springs, which are used by the villagers of Toropolo.

In the beginning, population conflict was likely to break out because the owner of the land where the water source was located did not want to share it with the locals who used to use this clean water source. The land where the clean water is located is closed by the owner under the pretext that he wants to sell it. The spring is used by about 7,000 residents of Toropolo village.

Many people were angry and intended to go to the landlord to demonstrate. Hartono, who heard the news, said he did not want the residents to do anything bad to the landowner. He immediately met the landlord for a dialogue.

In the dialogue, the owner of the land of the cake wants the inhabitants to buy his land. In short, Aipda Hartono was ready to buy it out with personal money of Rs 15 million plus the proceeds of his private loan of Rs 12 million and an honest joint venture from residents. Finally, the land was donated to the community, so that the water source could continue to be used.

Clean water is already a critical issue where he works because the land is barren. People can fight over clean water.

This event is the result of a collaboration between detik.com and the National Police Headquarters and is supported by Pertamina, BRI, Bank Mandiri and SIG. The Committee and the Expert Council independently conduct the selection process.
