Reasons for imposing manual tickets

Previously, the head of public relations at the National Police, Inspector General Sandy Nugroho, said there were several things that immediately made the ticket come back into force.

“The National Police Chief (General Listyo Sigit Prabowo) has given directions to the Provincial Police to implement or strengthen law enforcement in the traffic sector, by imposing fines on the spot,” Sandy Nugroho told reporters on Monday (15/5/2023). .

One reason for the resumption of manual ticketing is the limited electronic ticketing or e-TLE infrastructure in a number of areas.

“Traffic fines are enforced using the manual ticketing system in areas that are not or are not covered by the e-TLE system. Road users caught red-handed are issued manual fines by officers when they commit a traffic violation,” Sandy explained.

Sandy then disclosed the evaluation results to the traffic police after canceling the manual ticket. He said there has been an increase in the number of traffic accidents, especially in areas not equipped with e-TLE.

“Based on the results of assessments in several areas since manual ticketing was not enforced, in locations not covered by e-TLE cameras, there has been an increase in violations, particularly violations likely to cause traffic accidents where manual ticketing is needed,” Sandy explained. Asked about the possibility of illegal taxation (pungli) when manual fines come back into effect, Sandy said there would be an inherent and staggered monitoring when the traffic police are on duty in the field. Sandy also emphasized that moral and criminal penalties await members who commit extortion.

“The National Police will carry out the inherent and phased supervision and control in carrying out active traffic operations. Otherwise, the National Police will also impose severe penalties in the form of disciplinary, code of ethics or criminal penalties on Polri employees who commit infractions in the field,” Sandy concluded.
