The panel of experts selected the three best innovative police candidates from more than ten thousand police names suggested by the public. All three have software breakthroughs that are considered to facilitate police service to the community.

The decision to select the 3 best innovative police candidates was decided by the expert council Hoegeng Awards 2023 In the second meeting held in Mega Tower, South Jakarta, Monday (5/15/2023). The meeting was attended by the 2023 Expert Council of the Hoegeng Awards, namely Vice-Chairman of the Indonesian People’s Advisory Council H. Arsul Sani, SH, MA, Acting Former KPK Chairman Dr. Mas Ahmed Santosa, SH, LL.M. Kompolnas Member Poengky Indarti, SH, LL.M. Alissa Qotrunnada Wahid, National Coordinator of the Indonesian Gusdurian Network, S.Psi.

Meanwhile, another panel of experts, Potu Elvina, an important Komnas member, was unable to attend because he had to conduct direct observation regarding the handling of cases of alleged sexual violence against children and labor rights violations in two separate regions of Sulawesi. The second meeting was also attended by the editor-in-chief of detik.com Alfito Deannova Ginting, who is in charge of the 2023 Hoegeng Awards Committee.

This second meeting took place dynamically, sometimes colored with constructive discussions until finally 3 names were chosen in the innovative police category. Here is a quick rundown of the three shortlisted Innovative Police members and their programme:

1. Chief of Police of Bandung, Kombis Kosoro Wibowo

Bandung Police Chief Kumbis Kosoro Wibowo has started a number of innovative programs such as the Sicasip Loss Reporting App, the E-Siskamling Program, the Breakfast with the Police Chief Program and the program to deliver stolen motorbikes to the victim’s home. For these programmes, Kombes Kusworo was awarded an award, one of which was the Gold PIN of the National Police Chief in the Second Model Police Class of the East Java Regional Police.

The Sikasep Application Program was started by Kombes Kusworo while he was serving as Bandung Police Chief. Sikasep stands for Lost Letter Online SPKT Polresta Bandung, so people who want to report a loss don’t have to bother coming to the police station. This software is believed to be able to prevent illegal charges (pungli).

This app was launched in September 2022 and can be downloaded via Google Play and Play Store. To date, Sikasep has been downloaded 1,334 times. Meanwhile, based on data from February and March, 540 losses and 498 authentications were reported.

Electronic siskamling (E-Siskamling) was started by Kombes Kusworo when he was Chief of Police Jember, East Java. This program was launched in 2017.

At that time, the Jember Police also cooperated with the Jember Regency Government to start the construction of 216 CCTV points. Hundreds of surveillance cameras have been installed at a number of points to reduce crime rates and monitor traffic flow.

In addition, while serving as Chief of Police of Jember, Kusworo also started a free breakfast program with the community. The police will follow up on complaints from the community.

Another innovative program is the delivery of stolen motorcycles to the victim’s home. In this program, the Jember Police deliver stolen motorcycles that have been successfully secured from the hands of theft perpetrators directly to the victim’s home. This was done to provide services to the community. Also, to make it easier for people to recover their stolen property.

2. Kapolsek Belitang III, Iptu Jhoni Albert

Iptu Jhoni Albert did not miss the opportunity to study at the National Police Agency of Japan in 2015. He applied the knowledge he learned in Japan when he returned to Indonesia to provide protection and a sense of security for the people.

With his innovation, Iptu Jhoni has installed 520 CCTVs spread across 37 villages in Belitang III and Belitang Jaya districts, East Ogan Komering Ulu (OKU) Regency, South Sumatra (Sumsel), which is his jurisdiction. Because of this program, the crime rate was reduced and a number of crimes were detected quickly.

Iptu Jhoni has only been the chief of police of Belitang III since October 2022. Although not long, his impact has been felt in the community.

In fact, the area where Inspector Johnny works is actually a relatively unexposed area. However, before CCTV was installed, there were criminal cases that were not quickly detected. That changed immediately when hundreds of surveillance cameras were installed, and detection of criminal cases in Belitang 3 and Belitang Jaya districts became easier and faster.

Hundreds of surveillance cameras have been installed at the intersection, which are supposed to be strategic observation points. CCTV can be accessed by local village officials.

3. Wakasatlantas Semarang Police Commissioner Dodi Triantoro

Kompol Doddy Triantoro made his breakthrough when he served as Chief of Traffic Police in Batang, Central Java (Central Java). He has now changed his duties and takes up the position of Wakasatlantas Semarang Polrestabes.

The Kompol Doddy hack is service software for extending driver’s licenses (SIM) A and C with drive-through system or non-stop service. The program was launched in Batang Regency Public Service Center (MPP) in 2020. The SIM A and C extension service in Batang MPP is very beneficial for local people because it is easy and fast.

When Batang residents want to extend the active period of SIM A and C, they can not only go to the Batang Police Traffic Unit office, but also go to the Batang Regency MPP. People need to come directly to the site with their old SIM card and KTP for the data verification process.

During the SIM card extension process at MPP Batang Regency, residents do not need to park and exit their cars. People who want to extend their SIM card can go directly to the service counter. There, the public will be asked to verify their old KTP and SIM.

After the verification process is successful, the police officer at the counter will take a photo of the SIM card renewal application and then sign it and make the payment to the bank that is also at the counter. Within seven minutes, the process of extending SIM A and C from the drive was complete.

This event is the result of a collaboration between detik.com and the National Police Headquarters and is supported by Pertamina, BRI, Bank Mandiri and SIG. The Committee and the Expert Council independently conduct the selection process.
